What is this? The player was not even on the server at the time?

And how can i stop it from happen again? (Player is using a VPN after what i can see)

You can access any source server via RCON without being on the server. Just choose an rcon password he can't bruteforce that easy. He'll need a loot of attempts to guess you password and a lot of different IPs.

Or close rcon port. I think rcon is same as game server UDP it's just TCP
