It's really hard to even begin to write code on the subject.

1. How do I make the smoker always fire a tongue?

2. (While I didn't try yet...) how do I prevent the tongue from going back to the smoker?

Objective is allow quick smoker movement, either like the famous bind f +hook plugin, or something similar...

Not sure if I understood you correctly.
You want the smoker to "punch" survivors with the tongue but not pull them back and deal damage with only the tongue punch?

I made a plugin behaving like this:

Setting down tongue delay on miss to 0
Then cut tongue on grab and add 10 hp damage.

With the cooldown being 0 you can attack right away.

cvar for delay between punches
cvar for punchdamage

If you make this plugin act random per smoker spawn you could even create a second type of smoker along with the normal with this.

You know how Hunter has easy mobility?

You know how Spiderman has easy mobility?

You know how Smoker has less mobility than a charger?

I'm aiming more for Smokerman smokerman does whatever a smoker can.

Well in that plugin the smoker's tongue is just a particle with point A and point B.
I replicated it in my plugin adding a special ability to smoker close and open doors, but I used a particle as well.
