jonnzus, you're wrong.
Max value of sv_maxrate is really hardcoded, but for 20000. 25000 is common misconception.
Unlike sv_maxrate, value of sv_minrate isn't limited by anything, and you can compare chokes between:

sv_maxrate 20000 (or even 25000, or even 50000, if you still don't believe me) and sv_minrate 0
and
sv_minrate 50000 - value of sv_maxrate doesn't make sense at all in this case, just like client's value of rate too

Better check this on server with 30 players and cl_updaterate 101 (sv_maxupdaterate 101 on server also).
In first case you will get at respawn and massive fights 100 choke, but if you set sv_minrate to 50000 and reconnect to the server, you will notice almost zero choke at all situations.

This trick isn't widely known over internets, but this really works.

Btw, is there any reason/point to put sv_minrate to 50 000 if there is no choke in server?
Can it make hitboxes better etc?
e. upload speed is 200mb/s so I think thats not problem

Yeah I tested that and hitboxes did feel better but I can't say for sure :d

And still one ask:
Has that something to do with client rates?
Like if sv_minrate is 50k client with good internet connection can set his rate to 50k?

You should do nothing - even if client will have rate 1000 (for example), it will be ignored at all. It happens by design of sv_minrate ;)
Clients will be receiving all necessary (it doesn't mean, that clients will always receive 50kbyte/s, most of time it will be much lesser) packets without chokes according to their cl_updaterate value, but not lesser (as you may know already), than value of sv_minupdaterate.
So if someone wants to reduce traffic consumption, he should lower his cl_updaterate and cl_cmdrate, touching rate is useless.
