What would cause a gameserver to use 100% cpu usage on restart/map change based on what operating system your using?

I have two identical servers setup one with windows server 2019 and debian linux 11.

amxmodx version 1.10 w/ latest official metamod.
plugins: default & deagles map manager 3.53B
map count: 2500


windows server 2019 w/ rehlds w/hlsm
hangtime 2-4 seconds @ 100 cpu usage

debian 11 vanilla
debian 11 w/ xanmod, tuned utilities.
debian 11 w/ rehlds and w/o rehlds
standard launch parameters w/ & w/o pingboost
console: no errors
hangtime 70 seconds @ 100 cpu usage

This topic might be plugin specific, but HLDS is involved as well. The problem seems to occur on linux based systems ( debian so far...is it worth the time testing other distros?) and doesnt happen on windows. For linux, the server hang is less noticeable as you reduce the map count to less than 1000 but for windows 2500 maps isn't a problem.

Blek, problem solved. Just switched to Galileo.
