[L4D] Spectator seats for the admins

This has probably been asked many times, but here I go...

Problem:
My server is full (8 players) and I can't join. I don't want to kick anyone just for this reason.

My request:
I want to join my server just to spectate. Maybe to referee the teams, spawn some mobs for the equilibrium etc, or just to wait for an open seat as a player. I want my server to have the normal seat amount for players PLUS if all actual player seats are taken: one or two seats as an extra for spectators only.

I know there's a plugin or two for increasing the server player capacity (left8dead and such), but that's not what I was looking for. I want the allowed player count to be the normal max, and for the admins an extra spectator seat.

Is this even possible to do with a plugin?

Finally got to it and installed the bman87 suggestions.

Now if someone could explain me why I have trouble with this:
I have maxplayers set to 9 and visiblemaxplayers set to 8, but I can't connect to my server (using the server browser). How do I join my server? If I set the visiblemaxplayers to 9, I can join the server.

Join via console and direct ip, type in console:

connect IPADDRESSOFSERVER

as example:
connect 80.15.80.15

You need the port number along with that.
Ex.
connect 174.137.48.90:27016
