There is this plugin for sourcemod I am looking for but I'm not sure what it is called. What it does is adds a ton of sounds like plays meet the medic music on ubercharge, plays meet the sniper sounds on headshot killstreaks, and adds cool sounds whenever you get killstreaks. Any ideas what this mod could be?

Sourcemod doesn't work on listening servers (a server you create from the client TF2). It only works on dedicated servers. You need to install a dedicated server for it to work.

It might work if you put -insecure in your launch parameters (to disable VAC and thus allow plugins to be loaded) but it's usually easier to just use a dedicated server. Plus, there are apparently some problems running SourceMod on a listen server. TF2ItemsInfo, which Bot Weapon Randomizer depends on, prevents itself from running on listen servers.

Downloading the dedicated server (using SteamCMD) won't take as much time as downloading the full game, because the server doesn't need sounds or materials.
