Also, make sure you dont have any typos or extra '/'s. I know its a simple mistake but it can happen.
Took me a while to figure out that i had
GameBin |gameinfo_path|/addons/metamod/bin
and not
GameBin |gameinfo_path|addons/metamod/bin

if i've got a typo it a typo thats on the metamod source doc pages. cause i've copy pasted it straight from the page. And like i say i've tripple checked my config to make sure it was anything stupid like that.

Try setting the .txt to read-only.

Also make sure you are modifying the correct GameInfo.txt ^^

although im just a stupid noob i have solved this, you need to put a dot after the line

like this:
GameBin |gameinfo_path|addons/metamod/bin.
