For what it's worth, I'm able to access the website just fine. (Philippines, SEA)

Try VPN to access sourcemod.net.

Maybe turkey is blocked in firewall. I rather think turkey government is blocking sourcemod.net. Erdogan has blocked twitter and other websites in past, so it's possible that he doesn't like Counter-Strike etc. and he's blocking websites that are publishing plugins for those games.

I have same problem, I can only connect if I use vpn or proxy. what a sh** country we have.
