This is just help tool, for making admins.cfg + admin_groups.cfg
you not install this on your server.

Okay, what should I need to put those admins.cfg + admin_groups.cfg?

As explained in the other thread, just go to file-->open then navigate to admins.cfg + admin_groups.cfg and open them with program.
