[REQ] create files into clients computer

Is it possible to create files into clients computers. I would like to use this to save some settings about the client. Next time he/she connects then my server checks what settings are saved into specified txt, cfg files and acts accordingly.

It should work like cookies work in internet browsers.

Save them using nvault or sql on your server.
You can identify client by steam_id.
