I'm running 4, 128 tick CSGO servers in the Windows VM with 15 average slots on every server.
How can I calculate the bandwidth used by a single player on the server? So that I can control the bandwidth charges.

I don't think you can calculate it for every player but there is something else you can do, you can actually measure player's timeplay on server and muliply it to an avrage traffic usage by a single player for example 5 MB/min.
that's the only thing i can think of for now.

Well, you can calculate, closely.
You can look yourself by open net_graph 5 view in your own game. (Need unrestrict that command from server, sv_max_allowed_net_graph 5)

Then follow in: value and colored diagram.
Fill server with bots and go play, you see how diagram start raise up and drop down.
While all bots are alive and fighting in same "area", do not look highest peak value, just take high average value from either diagram or in: output

Let's say 1000 Bytes is value what you get, then multiply it with updaterate 128 = 128000 Bytes per second by one player.
Let's assume all 15 players get it together = 1920 KB/s

Convert to bits, 1.920 MB/s * 8 = 15,36 Mbps by one server.
So if all four 15 player servers are full, it could need over 60 Mbps upload bandhwidth.


But always can try with lower bandwidth. Decreasing updaterate (or tickrate) you can get more players in server.
