How can I fix fps 64 limit on Windows server?

Settings this way

Unfortunately fps_max 1000 is the same again.

Increasing the ticrate on Windows requires a high-resolution timer running. See here and here.

I am using Windows Server 2012 R2 Windows Media Player is not installed.
