It does but as said by previous poster, does not require a script. The script above just makes the server crashing go faster.

However sv_allow_wait_command cvar is bugged in L4D2.
It does block wait command, but if someone is using custom glow scripts (read: pretty much everyone on a custom server) they will simply get stuck in loading and must force close the game. The server never kicks them and the client never responds.
