The default rate in CS:GO was increased quite a bit, and max rate much beyond that. If you're running into issues and have the bandwidth, set your sv_minrate higher.

Why have not people still realized that the min max rate you set in server.cfg will force it on client. No need for a plugin

Before that plugin (and the linked game update) were released, the maximum rate you could set sv_maxrate to was still low enough to cause choke on a heavily populated server.
