i'm using casual, but gamemode_casual isn't working at all, everytime i change something it doesn't change in-game, even if i change map or restart the server

That's because you don't use gamemode_casual.cfg, you use gamemode_casual_server.cfg. If you're certain you're using casual, and you are using gamemode_casual_server.cfg, most likely there is a plugin that is changing the values.

Post your gamemode_casual_server.cfg with [ code ] tags or pastebin.

i've got the gamemode_casual and gamemode_casual_server and i set the mp_ commands over there, i restarted and changed map, and i've got no results :/
