Server fps unstable, Is it the processor?

Hello all.. My server's fps is super unstable, now we've been getting attacked lately but before that fps was unstable... I need to know if this processor can handle 6 servers.

are all the servers full?
are they 32 slots?

what's your bandwidth btw?

what's your tickrate?

the fps can be very unstable if you run 6 full gameservers. like my case.
