Hellow all,
I have a server counter strike 1.6
when i type "status" in console the steam id's of all players are STEAM_ID_LAN
Why my sv is not generating the random steam id line steam_1:0:....

Isn't it obvious? It's a non-steam server. A real STEAM_ID is not "random"!
