I put everything where it belongs, but it won't work for me. I think it's because there was no target override file in cfg/sourcemod but the file didnt come with it, so i don't know

I installed that already.
Also, I checked the logs and found this.
L 06/02/2021 - 17:042: [SM] Unable to load plugin "l4d_target_override.smx": Native "L4D2Direct_GetFlowDistance" was not found

Now that I think about it, am I able to just make a cfg file in Program Files (x86)\Steam\steamapps\common\Left 4 Dead 2\left4dead2\cfg\sourcemod and name it and paste the text in?

You need [L4D & L4D2] Left 4 DHooks Direct aswell.

Looks like they changed something, now it no longer goes through ChooseVictim when someones on a minigun. Guess something needs to be patched somewhere.

Edit: I patched. Will push update soon.
