Updated to include 'listmaps' command (just like the 1.6 equivalent)

Rewrote some of this to ensure the map cycle doesn't start looping:

mm.. it does not show the next map.
it only says 'nextmap:' but without the mapname.
is that an error from nextmap or mapchooser?

It'd be a nextmap bug. I'll research it.

I found this in my server console, if it helps.

CModelLoader::Map_IsValid: Empty mapname!!!

Posting as version 1.0 (Please update the thread _pRED, and set the plugin fields appropriately)

Conformed to plugin submission standards
Added new version cvar sm_nextmap_version (Please put this in the cvar field, _pRed)
Did some general cleanup and reorg
