Random Players Can Use Admin Menu Commands

I founded bug or what, in my server. Random players non-admins can come and transfer any players to CT/T/Spec and others menu commands can use, how it possible?

what mods are you running?
What is the default admin privileges? found in amxx.cfg; CVAR amx_default_access. Should be set to "z"

If players still have acess to menu, take a look in cmdacess.ini
