You added them in some .cfg file without values.

IIRC, I've seen this show up in logs (and console) on every public server that I've worked with. Never thought it was anything being misconfigured, I'd guess it's part of the logging logic in HLDS.

EDIT:

Just tested enabling/disabling a relatively fresh server (very little customization just for testing a plugin) and it looks like it's tied to the log command. If you enable logs ("log on") then you will get a list of the cvars in console when a map is loaded. If you disable logs ("log off"), it doesn't show any cvars.

With "log on" you will see:
