[L4D2: Request] Spectator Waitline

I've seen in another 10X10 server, 4 spectator slots, then, if the 2 teams are full you wait as a spectator and when a slot is free in one team you receive a message saying so and to type !js/!ji (joinsurvivor/joininfected).

The problem is that the plugin has been coded by their clan member, and I cant find him anywhere.

So I'm asking here If some good people could do this plugin for my clan server. We would be so grateful
