1. Get lots and lots of friends to populate it for most of the day.
2. Filling servers takes lots of time. You need to have a unique setup that will attract other players.

It can take 2-3 month. But it can also take just few weeks

it really depends on how you have the server set up, ive had my server running for over a year now, its SLOWLy starting to populate (but its TFC )
