Fixed. I just forgot to start my tags at index 1 instead of 0. Re-download it now.

If you have all three flags (a, b, d) then you will be marked for having flag "a". There is a heirarchy. Flag "a" is checked first then flag "d" then flag "b". Which ever is found first determines your tag.

admin have: abcd....
vip have: bcda...
moderator have: cdabe...

Then it works?

No, those all have flag "a" so they will all have the [admin] tag. The order of the flags in users.ini does not matter.
