The issue comes from EndPrepSDKCall apparently (weird that it worked for me before),
I made a small work around for it, try the new plugin in the attachements please.

Hello! i still can't make this plugin works for me
I followed instruction carefully, i used your dhook, i tried to compile plugin by myself, also used your *.smx file, still nothing.

last windows build
sm 1.9 last
metamod last

Are you sure your dhook is running without any error log?

Or maybe dhook logs stored somewhere else? (beside "logs" folder)

Yes show me the errors inside sourcemod/logs please
it should start with error_*
