Yes, i downloaded the latest Windows version and put it in the csgo folder, and restarted the server. Several times.

I even tried to delete the whole server and made from zero, and still not working.

Now the question is, is your server Windows? Type status in your server console and see the result.

If it is Linux you have to use Linux.

I just can't believe i let that detail pass. Downloaded the linux version and the plugin appeared! Thank you very much for that!

Now, i am having another issue

When i choose the skin, it don't show up, just the vanilla knife/weapon. I can't put StatTrak and name tag in any weapon/knife as well. How can i fix it, because if the plugin menu appears, i think it is at the right place, just the skins don't show up when i choose any of it

csgo/addons/sourcemod/configs/core.cfg Change "FollowCSGOServerGuidelines" "yes" to "no" Change "BlockBadPlugins" "yes" to "no"
