When people post links to servers saying they are running dproto, and then say they don't want to update, they get banned. It is pretty simple. In the rules, if you show support of a non-steam server, and ask for help with it, you can be banned.

Yes, but those are not the servers are a friend of him, he's just the third! So I do not understand why the BAN ...

While I did not issue the ban, I believe the ban is justified. Advertising No-Steam servers is a valid ban.

Who cares anymore, Valve blocked this function.

Read the rules. If you don't like it too bad.
