It looks like multiple particle systems to me. And they look foreign which means they might not be stock in L4D2. Not entirely sure. Why not just ask the server admins/owner? They actually look like old Hl2 particles. Kind of reminds me of Ricochet LOL

So here is an example of my old mod that uses this effect when a player spawns as a zombie.

PHP Code:
//Declared globally 
new BeamSpr;

//OnMapStart
BeamSpr PrecacheModel("sprites/lgtning.vmt");

//OnPlayerSpawn
TE_SetupBeamPoints(fOrigin_fOriginBeamSpr0001.010.010.001.0, {02320255}, 3); 
There are many more ways to use this I just employ it as a lightning strike.
