Server should respond with heartbeat and be sended to master server, you should check your port to be UDP only not TCP/UDP , UDP only
Like 20715 UDP and your firewall to be allowed on 27015 and the -nomaster comand should not exists on startup line, otherwise another problem cannot be just those 3 will prevent you from listening the server online.
Try: https://portchecker.co/ to see if your port is really opened

I run a HLDS locally I had to port forwarding , idk if this is same but might help.

Port 27015 is forwarded (confirmed on online port checkers) and players are able to connect. The problem is that the server does not show up in the Steam Group Servers section

sv_region 255

- I'm almost sure this cvar give more headcache than be helpful.

Yes, the link is correct.
I've tried both setting it up to 255 and removing it up entirely. No success either.
