Servers doesn't come cheap if you want something 'real'.
You would need to at least double your budget, and then there would be chances that you might find something that will work for your needs.
OVH's cheaper brand "SoYouStart" currently have their E3-SAT-1-16 at a special offer at €26 + VAT ($30 + VAT), if you can pay 6 or 12 months upfront. You won't beat that monthly price.
With all those mentioned countries, the SoYouStart offer from France will indeed be a good choice for the mentioned things, unless you run a bunch of useless crap on the machine as well that are overloading it.
With a VPS/VDS/VM/...et cetera; you're only getting a slice of the full pizza. If others are more hungry than you, you might not even get the full slice sometimes...
Go for the full pizza, - and you can stop worrying about others taking a bite of your pizza.
And raise your budget, if you do really want to find the pizza that works for your taste.
