No you don't have to set sys_ticrate, it's default value is "100" I just ask because sometimes people set this value very high to achieve higher fps for their server but it can cause very high CPU load & they don't understand why.

I also believe "host_framerate" is to adjust speed for demos, but I'm not for sure.
