I know there is a plugin to stop vocalize spam, but I do not like its detection.

Can a plugin be made to essentially mute a player by not allowing them to use vocalize?

Say I have a teammate spamming the crap out of the vocalize command, I just go into the admin menu, choose mute vocalization and then choose the player. Then it disallows the person from using the command at all.

I don't like how this plugin functions. Players can spam the vocalize command until they have no warnings left, then an automated vocalization can trigger the kick/ban. I would rather just disallow the players from using it if they abuse it.

Plugin will work fine for you. Change their upper limit of how many they can do from 10 to 20 or higher or whatever you want and this will just keep blocking their commands until the timer runs out and resets their count.
