[Req] TF2 - Reserved Slots (Will Pay $$)

I'm looking for a plugin that will:

Where VIP List is people with the reservation flag.

Users on "VIP list" can join server when it is full (using connect 1.2.3.4 from console) and the server will kick the player that is not on the "VIP list" with the highest ping.

PM me if you can provide such a plugin. I am willing to pay $50 for this.

Its not even working, I uploaded the 3 files, gave people the 'a' flag, and it doesnt kick to let me in.

I'll cut you deal, $20 if you can tell me how to make it work.
