Temporary bans are not written to the files, they are stored in memory. This is the way HLDS is written to work, nothing to do with AMXX

Use another banning system that stores the ban data in a different file/database. This is the way HLDS is designed to run.

but i solve this problem now no need another ban plugins

I had this problem that banned people connected. Just create a file named banned.cfg and one named listip.cfg in the cstrike folder and it should work. HLDS doesn't have that when you make the server sometimes :s
