everyone has like 300 ms on my server after it starts getting full like 15 vs 15

my net specs are
11 mgbits download speed
9.50 mgbits upload spped

im running the latest HLDS with amxmodx 1.8.2

also running debian linux 7 server, i have nothing else started on my system just the cs server

i heard these were the best rates for any server correct me if im wrong

You are essentially forcing clients to use a rate of 100000 when their connection probably doesn't even support that value. Set it to something more realistic

thanks i have set them up i will post update if the lag is fixed or better if not i realy dont know what the problem is

may from plugins if many plugins = lag try to do this
when server is full type in console amx_off and see if it's will be good or not then start it again amx_on

It my be your hosting provider. Contact them or add any hl booster in your server. Try -pingboost 3 . Try to delete custom.hpk in /cstrike

same happens in my case , the problem is your server rates are high!
and after x no. of players joins everyones latency goes to 300-400 !

changing rates will fix the problem ( keep changing and testing the rates or you can just decrease some slots )

( PLUGINS ARE NOT THE MAIN REASON FOR THIS )
