For normal users you don't have to do anything. For admins, put "flags" "<admin flag>" in the weapons config, with quotes. Make sure you are using the latest version.

Anyone have an idea for how I could block a building from being upgraded? I've tried hooking "player_upgradedobject" and returning plugin handled but that doesn't work. I've also tried changing the building's "upgradable" spawnflag. That doesn't work either.

Maybe use SetEntProp and set MaxLevel(or something like that) to 1?

I know that Amplifier accomplishes this by simply removing the metal put into it's upgrade progress so you can never fill it up to upgrade it

If you set m_bMiniBuilding to 1 you cant upgrade the building but your hud will display it as a mini- building
