I would like to know if there is any plugin to force the players to enter the discord server and automatically the plugin assign a flag. To release certain commands.

You would need to create a application for discord that allows you to see the Discord User's connection to steam, and be able to store the discord user's id and steam64 within a database as a perma cache type deal. It's actually pretty easy once you get past the security part to make sure no one is adding in or overriding db entries.

Some other solutions that are already out there are using a discord bot and allowing people to type a command to link their steam to their server. This is obviously the cheap and obviously exploitable way to do it and If you want an absolute link between discord user and steamId then this is not the route.
