I don't understand what the plugin wants to be. Is it kinda an API for other plugins? I dont see any Vip-specific features like a own Chat Tag or something like this. Please correct me if I am wrong, I like the plugin but I dont have any SourcePawn experience so this plugin would be useless for me if I am right

It gives player admin flags which you specified for the set amount of time. You can overwrite whatever command / feature to that flag so only VIPs have acces to it. I am using this plugin and I must say I haven't seen any issues so far and it works well. You don't really need sourcepawn knowledge to get it working, just some server management basics.

I am having the following problem:

In admin.ini I have:

"Steamid" "qa"

On tVip cfg (Located in cfg / soucemod)
How do I when I add someone in VIP to have these two Flags? Because I in tVip cfg I have the following:

tVip_flag "0 17"

Where 0 corresponds to -> ADMFLAG_RESERVATION (a)

And where the 17 corresponds to -> ADMFLAG_CUSTOM3 (q)

However, when I add someone to VIP the person is only getting the flag "a", and the flag "q" or "17" is not working !!!

When trying to install this plugin, the commands do not work, even after creating the tables in the database and typing the database info, into database.cfg
Does anyone know why this is happening, I don't get any errors in the logs either.

Have you tried reinstalling everything?
No errors in console usually means the plugin isn't even running.
In the game console, do

rcon sm plugins reload tvip

and see if that gives you an error.
