The problem is that I made an IDLE server (You stand AFK and you get a weekly cases).
Unfortunately, the server doesn't drop anything, I spent more than 7 days AFK and my colleagues also and none of us got a drop.
The server is VAC protected and in the start parameters I have added:
"-usercon +game_type 0 +game_mode 0 -tickrate 128 +mapgroup mg_custom +map achievement_idle +sv_setsteamaccount "XXX" -authkey XXX -nobots +sv_matchend_drops_enabled 1"

I tried to find a list of criteria that the server must meet to get a drop, but only these 2 things I found.

Mine opinion, I have feeling that you get those csgo drops after playing official Valve matches.
- You can't create official match server.
