This question is paradoxical; if I were to ask, "Who is telling the truth?" Both would say "I am!" but one would be lying and one would be telling the truth. If I can see the fork, then obviously I will choose the stairway to heaven. However, assuming that I cannot see the fork (hence the requirement to ask a question), one would need to achieve a similar response out of both of them, in which case one would be lying and one would be telling the truth, but both responses will be coherent. From the equivalence, one can derive truth from fabrication; i.e. one will state a truthful fact, and the other will lie in favor of going against the fact but end up with the same response, actions of which are unbeknownst to the other.

Perhaps you can ask a question dissimilar to the problem at hand. "How is the weather like in each direction?" The truthful man will point to heaven and describe a wonderful sunshine and calming breezes, and then point to hell and say, "I do not know the weather at this direction because I cannot go there." The liar would point to heaven and describe a terrible storm and then point to hell and describe serenity. You know immediately that each man can only belong to one track and not both, and thus cannot know the status of both tracks. The track suggested is accurate if and only if one response does not completely answer the question, in which case that response is correct.
