Is it possible to change this using SM? Now it only states COUNTER-TERRORISTS / TERRORISTS.

those are reserved if everyone on the same team has the same clan tag. you could try CS_SetClientClanTag of everyone on a team and see if it changes. I have not tested it.

Basically you can just set mp_teamname cvars, nice!
