The only ones that would compete would be the lousy ones. ( For example .Owyn. ... )
By limiting the number of lines people would use less efficient ways of coding or functions just to earn a line or two. Maby they'll even skip security checks. You would end up with the worst plugins ever made.
You can't write readable code if you have a limit aswell.

Real coding "skills" is writing efficient readable code...
