Is it possible to load a plugin from within a plugin without it being in plugins.ini?

It is not possible to load a plugin during a map (this is why I wrote Polymorph the way that I did). It is possible to load a plugin that is not in plugins.ini but be loaded at the same time as all the other plugins.
