Try changing settings like this:
BroadCastEventsCommand: hlx_sm_psay
BroadCastEventsCommandAnnounce: hlx_sm_csay
PlayerEventsCommand: hlx_sm_psay

PlayerEventsCommandOSD: hlx_sm_msay

Do you have the hlstats plugin which gives you those hlx_ commands? Why do you need admin for hlstats? I have never used that feature.

about admin i mean how to write, if need "" and if is steamid 32 64 or new [u:].
