i think you'll need a mod to override the client listening options for each spectator

"sm_deadtalk 1" does in fact enable dead players to hear everything (via the "LISTENALL" option or something), but i think that still doesnt allow them to listen in on spectators

now problem is solved. It was just latest sourcemod version (dev) and when I restored it to stable everything is ok.
