Some attributes aren't working

To be more specific, one person's attributes aren't working.

Does anyone see anything wrong with this config?
Normally if there is a problem, I can see it when I reload the plugin through Rcon but no errors show up when I refresh it.

You've included him in the file twice, I'm guessing it's actually the 2nd block that isn't working (you pasted the first in the OP, but that should be fine).

You also have a case of the 's' missing on "preserve-attributes".
