Huge choke Problem on server

Hello guys i have an issue with choke on my server all users having the same choke (50%) the slots on the server is 30 the problem remains when i also have 15 users online-ingame,I've check the rates and i think is correct..Anybody knows what is the problem??

not sure what game this is for but try this command.

sm_cvar net_maxcleartime 0.0001

if it fixes it good!
if you get lots of lossm that means your server does not have enough upload or something else.
