Ultimately, that is up to you. It's unlikely that you will run into any significant issues if you upgrade to 1.9.0. If anyone is running Day of Defeat and using DOD specific plugins, they will probably want to upgrade to 1.9.0 because it has some critical fixes in it due to changes in the DOD HLDS. I'm not sure if that is the case with Counter-Strike or not.

OciXCrom claims to be using 1.10 and hasn't had any issues. Nobody should ever be suggesting 1.8.3 since it's an old unstable development version. So, either use 1.8.2 or 1.9.0. Regarding the topic, 1.9.0 has color chat built into it so you don't have to add custom includes/functions to do color chat.

I repeat. It's 2021. Use 1.9 or 1.10; Both work fine for me.

So I should use software compiler since the website one fail to compile my .sma?

The website compiler is on 1.8.2 and doesn't support custom includes. You should always compile with the compiler on your computer that's the same AMXX version as your server.

PS: You can't even download 1.8.3 anymore.

I strongly suggest 1.10.

I tried compiling the file on 1.9 and I got the message: fatal error 100: cannot read from file: "dhudmessage"
am I missing this include?

IIRC 1.9 doesn't have dhudmessage, you need to get the include file yourself. https://forums.alliedmods.net/showthread.php?t=149210

The file compiled, but now the server is not starting
When launching instant close.
Logs do not show the problem, can I see somehow what's causing the server not to working?
