TF2Ware doen't need all the weapon in tf2, so we can manually add the missing weapon in the config file. And you don't even need to update it since Valve will not work on TF2 for a long time.
But TF2II is still the best solution. Or we can get a TF2IDB or TF2EconData version of Give Weapon.

Unfortunately, unlike other custom gamemodes that has a simple check coded into them to do what you described, tf2ware2 doesn't have that in it's own code at all. So you would have to insert it yourself, as it wouldn't be that hard to see how it actually works when comparing between this and other sourcemod gamemode plugins.

Too many items being created by plugins and/or map you are running. Consider reducing the number of items being created. You can also try replacing the give weapon plugin with [TF2] Gimme plugin (link: https://forums.alliedmods.net/showthread.php?t=335644)
