CS 1.6 Server FPS on W7

Why on Windows 7 ultimate 64bit, my Counter-Strike server FPS very jumping.. 200-400..then jumping 700-800-900...In server for all players Latency jumping too, players can't play with soo lags...I dont think that my pc is too low for Windows 7.. I think somewhere is prolbem with Windows 7.. What I do wrong? Maybe need sth to set in Windows 7 settings, that server running with normal fps? Please help me..

what hardware does your Pc have? (ram, processor)
do u have any large ram eating programs running in the background?

That Opera, then i turn on him, server fps jump to 800..Ehh..But its still lag

Internet 100% working..Maybe for W7 need special settings to run CS server... Ufff, i just dont know

It might be because you are using 64bit version of Win7. Then it has to emulate so the dedicated server can run 32bit.

Dedicated server 64bit does not exist. Try a 32bit windows7?

So u said install 32bit of W7, then only "MAYBE" works great?...
Maybe are other things how to fix?

I run Windows 7 64-Bit Ultimate.
I havent ran cs 1.6, but hosted css test server (mods, etc.) And the FPS were a solid 512. So its not the engine.
